VECO and subs took on a task outside their familiarity or competence, screwed up and around, had personnel problems, seriously overran on costs, finally had to get an outside contractor to do it, and ate the overcharges quietly, not telling (or overbilling) Stevens. That's not a gift. Normally on these kind of jobs, a fixed price is expected to be delivered. The prosecutor's "not one penny" is entirely misleadingly narrow with all the parties involved - the Stevens paid $160,000 on what looks like a $130,000 job.
